The main point
Entering without a visa ≠ working without a visa
Visa-free entry or a visa on arrival give you the right to come as a visitor: see the country, visit relatives, attend an interview. Working on such an entry is prohibited. Work requires a work visa and a work permit, arranged by the employer through the UAE Ministry of Human Resources and Emiratisation (MOHRE).
- Holidays, visits, interviews
- Work, even a “trial” or “just a couple of days”
- Salary, labour rights, WPS protection
- Official work under an employment contract
- Salary through the WPS, medical insurance
- Ministry of Labour protection in a dispute
How to do it properly
Seven steps to your first working day
Press “Next step” and watch the traffic light: you may work only once every step is done.
- 1An offer from the employer
A job offer with the position and the salary. You sign it.
- 2Approval at the Ministry of Labour
The employer files the documents with MOHRE; the ministry checks them and approves the work permit.
- 3Work visa
An electronic entry permit for work. If you are already in the UAE on a tourist visa, the status is changed to a work one.
- 4Medical examination in the UAE
A compulsory health check at a government medical centre.
- 5Emirates ID
You give fingerprints and a photo — the resident ID card is issued.
- 6The Tawjeeh induction
Many manual trades require an induction at a Tawjeeh centre, where your rights and duties are explained.
- 7The work permit is active
You can see it in the app and on the MOHRE website. Only now do you officially start work.
The exact order and the names of the stages can differ between employers and in free zones, but the rule is the same: anything done before the work permit is ready is not official work.

What it risks
What happens if you work without a visa
For you
- Up to 3 months in prison and/or a fine of up to 10,000 dirhams — as the Dubai Public Prosecution warns
- Deportation by court order, and a possible entry ban
- No way to recover wages: no contract means no ministry protection and no WPS
- No medical insurance — an injury at work is treated at your own expense
For the employer
- A fine of 100,000 to 1,000,000 dirhams per worker without a permit
- Trouble with the ministry and with new permits
An honest employer will not take that risk. If you are asked to start without papers, most likely nobody intends to arrange them at all.
Test yourself
An honest offer or a scam?
Choose an answer — we explain straight away.
“Fly in on a tourist visa, start on site, and we’ll do the work visa in a couple of months”
That is illegal work from day one. You may work only after the permit is issued.
“We’ll send the offer, file with MOHRE, sign the contract after the visa and the medical — and then you start”
That is the right order: documents first, then work.
“Pay us cash for the work visa and start working straight away while we wait”
Two warning signs at once: cash “for a visa” outside the official process, and work before the permit.
We find jobs that come with a work visa, a MOHRE permit and an employment contract. You see every stage in Job Tracker and start work only when everything is ready.
